Pollution improvement project for farmland soil pollution control sites at Taoyuan County (A)

Absrtact	The project was to confirm the degree of heavy metal pollution and to take remediation measures on restricted farmlands in Taoyuan. Aforementioned farmlands were located in Pingzhen city, Jungli city and Luchu Township. By the end of this project, tasks that were finished included (1) providing a gasoline-electric car for TYEPB, (2) submitting a work plan, pollution control plans, monthly results and daily construction records of the work, and progressing reports, (3) holding discussions for farmers and landholders, (4) integrating the achievements of project A and B, (5) confirming the degree of heavy metal pollution of former-polluted farmlands and recently-controlled farmlands, (6) identifying the restriction of polluted farmlands, (7) carrying site remediation by soil dilution, self-verification, third-party-verification, fertilization, and finally (8) lifting site restriction. All work was conducted according to the contract. Besides, TYEPB also held discussions at regular intervals to know well the work. Moreover, to avoid abnormal use of the restricted farmlands, we went around and inspected once two month. Furthermore, we constructed a “Remediation management system of Taoyuan polluted farmland” to manage and control the schedule, helping TYEPB get involved in the project. The achievements of plan A included (1) confirming the degree of heavy metal pollution on 154 numbers (26.09 hectares) of former-polluted farmlands, and 26 numbers (4.68 hectares) of recently-controlled farmlands, after that 107 numbers(19.27 hectares) of farmlands were classified as soil-dilution-site, other 73 numbers(10.83 hectares) were classified as soil-exchange-site.(2) holding 4 terms of discussions for farmers and landholders, and identifying the restriction of 39 numbers of polluted farmlands, (3) carrying site remediation on 102 numbers (18.05 hectares) by soil dilution, self-verification, third-party-verification, fertilization, and finally lifting site restriction as to recovery agricultural use for contaminated-farmlands.
